There were over 7.9 lakh complaints of spam calls by unregistered telemarketers in the first half of 2024.

TRAI issued stringent directives to stop promotional calls from unregistered marketers and proposed amendments to anti-spam rules.

The Telecom Regulatory Authority of India (TRAI) has taken decisive action to tackle the persistent issue of spam calls by implementing stringent measures against unregistered telemarketers. On September 3, 2024, TRAI announced that it had blacklisted over 50 companies and disconnected more than 2.75 lakh telecom resources, including SIP, DID, and mobile numbers. This move is part of TRAI’s broader strategy to address the misuse of telecom resources and to protect consumers from unsolicited promotional calls.

Spam calls have been a growing concern for telecom users across India, with a significant rise in complaints reported. In the first six months of 2024 alone, TRAI received over 7.9 lakh complaints regarding spam calls by unregistered telemarketers. This surge in complaints highlights the increasing prevalence of such nuisance calls, which have disrupted the daily lives of many individuals.

In response to this alarming trend, TRAI issued strict directives to all access providers on August 13, 2024. The regulatory body mandated these providers to immediately halt promotional voice calls originating from unregistered senders or telemarketers using SIP, PRI, or other telecom resources. This directive is aimed at curbing the activities of unregistered telemarketers (UTMs), who have been exploiting telecom resources for unsolicited promotions.

TRAI’s stringent actions include the potential for severe penalties against those found misusing telecom resources. The regulator has warned that unregistered telemarketers could face disconnection of all telecom resources for up to two years and blacklisting if they fail to comply with the regulations. These measures are designed to create a deterrent effect and ensure that telecom resources are used responsibly.

Additionally, on August 28, 2024, TRAI released a consultation paper proposing amendments to existing anti-spam rules. The proposed amendments include introducing a tariff for phone calls and text messages sent from ten-digit mobile numbers above a specified limit each day. These changes aim to further restrict the volume of spam communications and enhance the effectiveness of the anti-spam framework.

The crackdown by TRAI reflects its commitment to improving the telecom ecosystem and ensuring that users are protected from spam and unwanted calls. The regulator’s efforts to streamline the telecom environment and enforce compliance with anti-spam measures are expected to reduce the incidence of spam calls and improve the overall user experience.
