Migrants who register through the app and depart the country will have their departure verified by DHS, after which they will receive the $1,000 incentive.

This shift in deportation strategy began earlier this year with an aggressive media campaign, including advertisements across television and social platforms. The message was direct: leave now voluntarily or risk deportation and future bans on re-entry.

Legal and Ethical Concerns

However, the policy has raised significant eyebrows within legal and academic circles. Critics argue that the administration’s assertion that voluntary return could open pathways to legal re-entry is misleading. Under current U.S. immigration laws, most undocumented migrants face automatic re-entry bans that last years, and waivers are rarely granted.

One success story already cited includes a migrant flown from Chicago to Honduras, with more flights scheduled in the upcoming weeks. While no aggregate figures have been released yet, officials claim the program is operational and expanding.

Broader Immigration Strategy Under Trump 2.0

The return of Donald Trump to the Oval Office has resulted in a drastic overhaul of U.S. immigration policies. This includes the temporary halting of green card processing, the non-renewal of Temporary Protected Status (TPS) for nationals from Haiti and Venezuela, and increased raids by Immigration and Customs Enforcement (ICE).

Despite these actions, the number of deportations has fallen short of internal targets. According to DHS data, ICE has made 66,000 arrests and deported approximately 65,600 migrants so far in 2025.

Meanwhile, illegal border crossings have declined sharply, with March 2025 seeing only 7,000 crossings, the lowest monthly figure in decades. Officials attribute this drop partially to the administration’s aggressive media campaigns, strict border enforcement, and deterrence measures such as the self-deportation incentive.

Mixed Reactions from Advocates and Officials

While some Republican lawmakers have praised the move as “innovative fiscal conservatism,” immigration advocates and human rights organizations have condemned it. They argue that offering money to encourage people to forfeit their asylum rights or stay in potentially dangerous environments violates humanitarian principles and undermines international law.

There is also concern that the policy preys on vulnerable individuals who may feel coerced into leaving due to the financial lure and fear of arrest. Legal aid organizations are urging migrants to consult attorneys before using the CBP Home app, warning that self-deportation could close future doors to legal migration permanently.

The Future of Immigration Under This Policy

The Trump administration shows no signs of backing down. Insiders indicate that similar incentive-based programs are being considered, including repatriation packages tailored by region. There is also talk of extending the app’s utility to track returned migrants and monitor whether they attempt to re-enter the U.S. illegally.

Despite the controversy, DHS maintains the program is legally sound, economically beneficial, and humanitarian in nature because it avoids detention and protracted legal battles.

But the core debate remains: Can financial incentives address a deeply human and geopolitical issue like migration? As global instability persists, so does the demand for refuge, and it remains to be seen whether a $1,000 payout is enough to change that calculus for those fleeing desperation.
