WASHINGTON, D.C. – July 3, 2025:
President Donald Trump said Thursday that his administration would begin sending formal letters to foreign governments—possibly as soon as Friday—detailing the tariff rates they would face on exports to the United States.
Speaking to reporters before departing for Iowa, Trump explained the move as a way to provide clarity to trading partners ahead of planned tariff hikes set to take effect on July 9.
“My inclination is to send letters to most other countries, stating clearly what tariff rate they faced,” he said.
The announcement comes just days before the U.S. is scheduled to impose steeper, customized duties on dozens of economies, including Taiwan and the European Union.
These measures stem from an earlier decision in April 2025, when the Trump administration unveiled a 10% tariff on imports from nearly all trading partners. While those increases were meant to be selectively raised for certain countries soon after, Trump paused the escalation to allow time for negotiations.
“We paused them until July 9 to give everyone a chance to make deals,” a U.S. trade official said earlier this week.
So far, the U.S. has only finalized new agreements with the U.K. and Vietnam, with President Trump saying he expects to sign “a couple of other deals” soon. Meanwhile, Washington and Beijing agreed to temporarily lower tariffs on each other’s goods in an effort to ease tensions.
Trump’s remarks suggest a highly personalized approach to U.S. trade policy, with country-by-country negotiations and tailored tariff schedules. U.S. officials said the letters would make clear the tariff regime each trading partner would face if no deal was reached.
The White House has framed the tariff push as a strategy to pressure foreign governments into fairer trade terms while also protecting U.S. industries. But critics warn that rising trade barriers could raise consumer costs, disrupt supply chains, and strain relations with key allies.
The administration has not released details on which countries will receive higher or lower rates, but trade observers expect negotiations to intensify in the days ahead as the July 9 deadline approaches.
