Senior officials from the United States and China are scheduled to resume a new round of trade talks in London today, signaling a possible easing of the prolonged trade tensions between the two countries. The U.S. delegation will be led by Treasury Secretary Bessent, while China’s team will be headed by Vice Premier He Lifeng.
These discussions follow a recent telephone call between U.S. President Donald Trump and Chinese President Xi Jinping, which President Trump described as a "very good talk." Last month, both nations agreed on a tentative trade deal that included reducing some tariffs after years of dispute. However, both sides have accused each other of not fully honoring the terms, leading to ongoing mistrust.
A central topic in the current negotiations is China’s rare earth exports. Rare earth minerals are critical components used in many high-tech and defense products, including electric vehicles, smartphones, and military hardware. The U.S. has expressed concern over supply chain risks due to China’s dominant position in the market. President Trump claims that during his call with Xi Jinping, the Chinese leader agreed to resume rare earth exports. Supporting this, Kevin Hassett, director of the National Economic Council, said, "We want the rare earths, the magnets... to flow just as they did before April."
China has recently approved some rare earth export applications, but details regarding the scale and scope remain unclear, which leaves some uncertainty in the market.
Another significant issue on the agenda is the tariff pause agreed upon by both countries last month. The pause, which temporarily halted further tariff increases, is set to expire in July. President Trump has warned that if no deal is reached by then, tariffs could resume, potentially rising to a steep 145%. This adds urgency to the negotiations as both sides try to avoid further economic disruption.
The talks may also cover other contentious areas, including the U.S. restrictions on Huawei, the Chinese telecommunications giant subject to various sanctions, and issues related to Chinese students studying in the U.S., which have become points of diplomatic friction.
In conclusion, the London trade talks represent a critical opportunity for both the U.S. and China to resolve some of their outstanding trade conflicts. The outcomes could have far-reaching impacts on global trade, technology supply chains, and diplomatic relations.
