  1. Uttar Pradesh to conduct mock drills across all districts as per MHA orders amid rising threats.

  2. Civil, police, fire services and disaster teams to simulate joint emergency response on May 7.

  3. ABVP urges student and youth participation in civil defence preparedness initiatives nationwide.

In a significant national security preparedness initiative, Uttar Pradesh will conduct full-scale mock drills on May 7 across all districts, integrating efforts by civil and police administration, fire services, and State Disaster Response Forces (SDRF). This exercise follows a directive issued by the Ministry of Home Affairs (MHA) to strengthen emergency response mechanisms amid rising terror threats, particularly after the recent Pahalgam terror attack that escalated tensions between India and Pakistan.

Nineteen Districts Identified for Categorised Drills

Director General of Police (DGP) Prashant Kumar confirmed that 19 key districts in Uttar Pradesh have been identified for prioritised drills, clubbed under three categories (A, B, and C) based on local sensitivities and risk levels.

  • 1 district has been placed under Category A (high sensitivity)

  • 2 districts under Category C

  • Remaining 16 districts fall under Category B

Despite these classifications, joint drills will be conducted in all districts, ensuring comprehensive coverage and readiness.

“We have received instructions from the Government of India… all verticals including police, civil, fire and disaster forces will participate,” said DGP Prashant Kumar.

Objective: Integrated Emergency Response

The core purpose behind the nationwide mock drill is to prepare citizens and authorities alike for coordinated action during emergency situations such as terror strikes, natural disasters, or internal security challenges.
It aims to:

  • Enhance inter-department coordination

  • Evaluate on-ground response efficiency

  • Strengthen infrastructure and communication links during emergencies

UP Government and ABVP Welcome the Move

Deputy Chief Minister Keshav Prasad Maurya has lauded the initiative, stating that it is crucial for citizens to be in a “battle-ready mode” in today’s context.

“The decision to organise mock drills across the country is a welcome step… It is important that each citizen is prepared to contribute to a decisive battle against terrorism,” Maurya said.

Joining in the support, the Akhil Bharatiya Vidyarthi Parishad (ABVP) — the student wing of the Rashtriya Swayamsevak Sangh (RSS) — has called for enthusiastic participation by students and youth across India.

National security is a shared duty. Our educational institutions must become centres of preparedness,” said an ABVP statement.

Youth and Students Encouraged to Participate

ABVP has taken a proactive stance, encouraging students to:

  • Participate in civil defence awareness sessions

  • Treat mock drills as serious training

  • Embrace their role in national security and readiness

ABVP National General Secretary Virendra Singh Solanki called for dedicated involvement in the initiative, asserting the importance of building a “safe, strong and self-reliant Bharat.”

Why Civil Defence Drills Matter Now More Than Ever

The call for nationwide drills comes amid a complex and evolving threat landscape, especially in the backdrop of the terrorist attack in Pahalgam, Kashmir, which claimed the lives of several soldiers and intensified border tension with Pakistan.

The MHA’s decision reflects a strategy to:

  • Expand civilian preparedness beyond military responses

  • Instil discipline and alertness across urban and rural populations

  • Bridge coordination gaps between civil services and first responders

Multi-Layered Approach to Readiness

What makes this drill unique is its all-inclusive nature. Unlike prior simulations limited to specific agencies, this exercise involves:

  • Civil Administration (Collectors and District Magistrates)

  • Law Enforcement (Police Units and Intelligence Wings)

  • Fire Services (Urban and Rural units)

  • Disaster Management Units (NDRF/SDRF Teams)

  • Public Participation via local volunteers, colleges and resident welfare associations

Public Awareness and Training Expected to Rise

One of the key aims of the drill is to foster a culture of awareness. Training sessions and communication drills are being planned in:

  • Schools and colleges

  • Markets and public spaces

  • Government offices

  • Transportation hubs and metro stations

Citizens are being urged to:

  • Not panic during the drill

  • Actively engage and learn procedures

  • Report feedback for improvement

Simulation Details and Scenarios to Be Practised

The drills are likely to include simulations such as:

  • Bomb threat evacuations

  • Fire outbreak responses

  • Terrorist attack scenarios

  • Earthquake or building collapse simulations

  • Mass casualty response protocols

Each district will carry out mock responses, review communication chains, test emergency alert systems, and simulate public warning mechanisms.

UP’s Proactive Role in National Security Strategy

Uttar Pradesh, with its large population and critical infrastructure, is playing a pivotal role in India’s internal security preparedness. The state’s participation in the mock drill shows:

  • Improved synergy between Centre and States

  • Efforts to decentralise security responsibility

  • Strengthened disaster management capabilities

Conclusion: A United Front Against Emerging Threats

As the nation grapples with increasing internal and external security challenges, the importance of civilian readiness cannot be overstated. The mock drills across UP represent more than just training — they are a symbol of national unity and preparedness.

With students, civil servants, police, and citizens participating, India is sending a clear message:
“We are ready, aware, and united against any threat.”
