Canada Post workers begin overtime ban as union escalates strike action

Canada Post workers have launched a nationwide overtime ban as part of escalating strike action while formal picket lines have not yet formed. The Canadian Union of Postal Workers CUPW advised members late Thursday to refuse any overtime work effective from midnight Eastern on Friday in a legal strike move.

The overtime ban means workers will limit their work hours to eight per day and 40 per week. In addition letter carriers including rural and suburban workers are instructed to return to their depots and drop off mail even if their delivery routes are incomplete. Part-time and temporary workers are permitted to work up to eight hours daily and 40 hours weekly.

Canada Post has warned customers that the overtime ban may cause delivery delays though the Crown corporation says it will continue to operate amid the labour disruption. Canada Post also confirmed that there are currently no rotating strikes or national work stoppages but the situation remains uncertain.

The overtime ban follows the expiry of collective agreements between Canada Post and CUPW on Thursday. The union had issued a 72-hour strike notice earlier in the week and negotiations continue. Canada Post presented new offers on Wednesday which include a wage increase of six per cent in the first year followed by smaller increases totalling a compounded 13.59 per cent over four years.

The employer also proposed reforms to part-time employment by creating stable predictable part-time jobs with guaranteed hours ranging from 15 to 40 hours per week including health and pension benefits. These changes aim to provide delivery flexibility particularly on weekends while sparing letter carriers from weekend shifts.

Despite these offers the union expressed dissatisfaction and did not agree to the proposals refusing the requested two-week review period. Key issues remain unresolved including worker pay use of temporary workers weekend delivery and benefits.

The dispute takes place against the backdrop of Canada Post’s critical financial challenges with experts warning the organisation risks a fate similar to that of Blockbuster without substantial reforms.

As negotiations continue the overtime ban signals increased pressure from the union to secure better terms for postal workers and highlights the growing threat of wider strike action that could disrupt mail and parcel delivery services nationwide.
