In a historic move, the Congress-led opposition in India filed a no-confidence motion against Rajya Sabha Chairperson Jagdeep Dhankhar on Tuesday, marking the first such motion in the history of India's Parliamentary proceedings. The motion, which has reportedly been signed by 65 Members of Parliament (MPs) from various opposition parties, including Congress, Trinamool Congress, Aam Aadmi Party (AAP), Samajwadi Party, DMK, and RJD, accuses Dhankhar, the Vice President of India, of acting in a partisan manner while presiding over the Rajya Sabha.
The motion was submitted to the Rajya Sabha Secretariat amid growing dissatisfaction within the opposition regarding Dhankhar's handling of the House. Opposition parties have alleged that Dhankhar has repeatedly denied them the opportunity to speak and has shown favoritism toward the ruling BJP-led National Democratic Alliance (NDA). The motion was filed just after a series of disruptions in both Houses of Parliament, which had to be adjourned for the day due to heated exchanges between BJP and opposition MPs.
The primary issue behind the opposition's move is their perception of Dhankhar's partiality in managing parliamentary debates. The INDIA bloc, an alliance of opposition parties, has been planning this motion for some time and decided to move forward with it now as a way to send a strong political message. Opposition leaders argue that their concerns, especially those relating to their leaders’ right to speak in the Rajya Sabha, have not been adequately addressed under Dhankhar's leadership.
The no-confidence motion is unlikely to succeed due to the significant majority held by the ruling NDA in the Rajya Sabha. However, its filing is seen as an attempt to highlight the growing discontent with Dhankhar's role and raise questions about the impartiality of the Speaker's position in the House.
Simultaneously, the BJP has been involved in a political row, alleging links between Congress leaders, particularly Sonia Gandhi and her son Rahul Gandhi, and US billionaire George Soros. The BJP has claimed that Sonia Gandhi’s alleged association with the Soros Foundation, which has reportedly supported the idea of Kashmir as an independent nation, is a serious concern for India’s national interest. This claim was made by Union Parliamentary Affairs Minister Kiren Rijiju, who urged all political parties, including Congress, to unite against "anti-India forces."
This controversy and the subsequent allegations added to the chaos that led to the adjournment of both the Lok Sabha and Rajya Sabha on Tuesday. The political drama surrounding the no-confidence motion against the Rajya Sabha Chairperson, combined with the BJP's claims about Sonia Gandhi, signals that the ongoing Winter Session of Parliament, which started on November 25, 2024, is marked by significant tensions and disruptions.
With the BJP having a strong majority in both Houses, the motion against Dhankhar is expected to be defeated. However, the opposition's filing of the motion underscores the growing challenges to the government in Parliament and the increasingly contentious political climate in the country. The ongoing Winter Session of Parliament will continue until December 20, 2024, and it remains to be seen whether further disruptions will arise as the opposition presses for discussions on key issues, including national security and governance.
