  • DGCA has launched a sector-wide safety audit after the Air India AI-171 crash in Ahmedabad, which killed 271 people, aiming for a holistic review of aviation safety and operations.

  • The new audit moves away from siloed inspections and emphasizes comprehensive, cross-functional evaluations, aligning with ICAO global aviation safety norms.

  • This audit will assess infrastructure, airline operations, and regulatory adherence to enhance systemic resilience and prevent future aviation disasters.

DGCA Launches Holistic Safety Audit After Ahmedabad Air India Crash Kills 271

In response to the catastrophic Air India Flight AI-171 crash in Ahmedabad on June 12, 2025, which claimed the lives of 241 people on board and at least 30 on the ground, the Directorate General of Civil Aviation (DGCA) has initiated a comprehensive safety audit of the entire Indian aviation sector. This audit aims to restructure the regulatory framework, shifting from compartmentalized inspections to a more integrated, ecosystem-based approach to safety.

A Paradigm Shift in Aviation Oversight

The DGCA’s latest initiative marks a significant change in India’s civil aviation regulatory approach. According to officials, the new framework will be multi-layered, analyzing interdependencies across airports, airlines, maintenance operations, air traffic control (ATC), and ground handling to ensure no blind spots remain.

"We are no longer satisfied with isolated checks on aircraft or crew — we are assessing the entire ecosystem," a senior DGCA official said.

The audit is structured to identify systemic vulnerabilities, review compliance with the International Civil Aviation Organization’s (ICAO) Standards and Recommended Practices (SARPs), and align domestic practices with global best-in-class aviation safety norms.

Aftermath of the AI-171 Tragedy

The Air India Flight AI-171 disaster shook the country. The Boeing 777 aircraft, bound for London Heathrow, crashed moments after takeoff from Ahmedabad’s Sardar Vallabhbhai Patel International Airport, resulting in one of the deadliest aviation incidents in India’s history. Preliminary findings suggest a mid-air engine explosion, but the full investigation is still ongoing.

The DGCA, under intense public and international scrutiny, responded swiftly with this audit to restore public trust, signal accountability, and strengthen aviation risk management going forward.

Audit Scope: Beyond Routine Checks

Historically, aviation safety audits focused on aircraft condition, documentation, and crew certification. However, the new strategy involves a deep dive into the entire aviation value chain, including:

  • Airport infrastructure and emergency preparedness

  • Airline safety protocols and crew training procedures

  • Air traffic control systems and coordination mechanisms

  • Maintenance, Repair and Overhaul (MRO) practices

  • Ground support, fuel quality control, and cargo handling

  • Weather monitoring systems and real-time hazard detection

This integrated approach, DGCA says, will help identify latent risks that may not surface during isolated inspections, such as communication lapses between airline operations and ATC, or overlooked fatigue in long-haul pilot scheduling.

Global Standards and Domestic Objectives

The audit also emphasizes compliance with ICAO SARPs, which provide universal benchmarks for aviation safety. India, a signatory to ICAO, has recently been under the lens in global safety audits, with concerns raised about the pace of modernizing air navigation systems and airworthiness tracking.

"Our objective is to not only meet ICAO norms but to set a new benchmark in aviation governance within Asia," said a DGCA official involved with the audit team.

The Ministry of Civil Aviation is also involved in overseeing the implementation of this audit, ensuring multi-agency cooperation between DGCA, Airports Authority of India (AAI), Bureau of Civil Aviation Security (BCAS), and airlines.

Stakeholder Engagement and Enforcement

To ensure transparency, the DGCA has announced that the audit will include consultations with stakeholders, including:

  • Pilots and aviation workers’ unions

  • Aircraft engineers and technicians

  • Airline operations executives

  • Airport managers and ATC staff

  • Passenger safety groups and civil society observers

Findings will result in a public safety compliance report with actionable mandates for the entities involved. Non-compliant airlines or operators could face penalties, license suspension, or flight curtailments, depending on the severity of the violations uncovered.

Strengthening India’s Aviation Future

India is one of the fastest-growing aviation markets, with over 150 million domestic flyers annually, and the government aims to expand regional air connectivity under the UDAN scheme. However, this growth must be met with robust safety and regulatory mechanisms.

The DGCA audit, if executed thoroughly and transparently, could not only help prevent future tragedies but also enhance India’s reputation in global aviation safety rankings, which took a hit following the AI-171 crash.

Conclusion

The DGCA’s sweeping safety audit signals a new era of accountability and systemic oversight in Indian aviation. While mourning the loss of 271 lives in the AI-171 crash, the regulator is taking decisive steps to ensure such a catastrophe is never repeated.

As India continues its journey to becoming a global aviation hub, the success of this audit may define whether safety keeps pace with scale.
