Government unveils Sagarmala 2.0 to boost India’s maritime infrastructure

The Government of India has announced the launch of Sagarmala 2.0, an ambitious extension of its flagship port-led development initiative, aimed at addressing infrastructure gaps, boosting shipbuilding, and enhancing maritime capabilities. The announcement was made by Union Minister of Ports, Shipping, and Waterways, Mr. Sarbananda Sonowal, during the fourth National Sagarmala Apex Committee (NSAC) meeting on 20th March 2025.
Reviewing Progress Under Sagarmala
The NSAC meeting reviewed the progress of the Sagarmala programme, which has been instrumental in transforming India’s maritime sector. So far, 839 projects worth Rs. 5,79,000 crore (US$ 67.12 billion) have been identified under the initiative. Of these, 272 projects have been completed, with an investment of Rs. 1,41,000 crore (US$ 16.35 billion).
Key Achievements Under Sagarmala
- Port Modernisation: 234 projects worth Rs. 2,91,000 crore (US$ 33.74 billion) are underway, with 103 projects completed, adding 230 million tonnes per annum (MTPA) capacity.
- Connectivity Enhancement: 279 projects worth Rs. 2,06,000 crore (US$ 23.88 billion) are in progress, with 92 projects completed, enhancing 1,500 km of port connectivity links.
- Port-led Industrialisation: 14 projects worth Rs. 55,000 crore (US$ 6.38 billion) are being implemented, with nine projects completed.
- Coastal Community Development and Inland Waterways: Over 310 projects worth Rs. 26,000 crore (US$ 3.01 billion) have benefitted more than 30,000 fishermen and improved coastal infrastructure.
Additionally, the Ministry has allocated Rs. 10,000 crore (US$ 1.16 billion) for 119 projects across coastal states and union territories (UTs), further driving growth and employment opportunities in coastal regions.
Launch of Sagarmala 2.0
Sagarmala 2.0 aims to propel India’s maritime growth by focusing on shipbuilding, ship repair, ship breaking, and recycling industries. The Government has earmarked Rs. 40,000 crore (US$ 4.64 billion) in budgetary support, with a target of Rs. 12,00,000 crore (US$ 139.11 billion) in investments over the next decade. This renewed focus aligns with Prime Minister Narendra Modi’s vision of Viksit Bharat and Atmanirbhar Bharat by 2047, aiming to make India a global maritime powerhouse.

- Shipbuilding and Repair: Expansion of India’s shipbuilding and ship repair capabilities to meet global demands.

Maritime Amrit Kaal Vision (MAKV)
The Maritime Amrit Kaal Vision (MAKV), a cornerstone of Sagarmala 2.0, aims to position India among the top five shipbuilding nations and expand port handling capacity to 10 billion metric tonnes annually by 2047. This vision is aligned with India’s maritime growth strategy and aims to build a resilient, technologically advanced maritime sector.
Boost to Coastal Shipping and Inland Waterways
Under Sagarmala 2.0, coastal shipping and inland waterways cargo movement is expected to witness significant growth. Over the past decade, coastal shipping has grown by 118%, while inland waterway cargo traffic has increased by 700%, making India a leader in maritime logistics efficiency. The enhanced connectivity and port modernisation efforts will continue to boost India’s trade and economic growth.
Sagarmala Startup Innovation Initiative (S2I2)
To foster technological innovation and digital transformation in the maritime sector, the Government launched the Sagarmala Startup Innovation Initiative (S2I2). This initiative aims to support startups focusing on green shipping, smart port management, digital logistics solutions, and maritime safety technologies.
