Ambassador Harish emphasized that India, as the upper riparian state, has always acted responsibly in accordance with the treaty signed in 1960. However, he asserted that Pakistan has repeatedly violated the spirit of the treaty by engaging in three wars against India and orchestrating thousands of terror attacks, including the horrific April 22 Pahalgam attack in Jammu and Kashmir, where 26 civilians lost their lives.

Harish stated, “We are constrained to respond to the disinformation being carried out by the delegation of Pakistan about the Indus Waters Treaty.” He pointed out that the treaty was based on a foundation of goodwill and friendship, but this spirit has been shattered by Pakistan’s continuous acts of aggression and terrorism.

Indus Waters Treaty Held in Abeyance

In response to the Pahalgam attack, India declared that the Indus Waters Treaty would be held in abeyance with immediate effect. This decision reflects India’s strong stance that the treaty cannot continue while Pakistan persistently supports cross-border terrorism.

India has made it clear that the treaty will remain suspended until Pakistan credibly and irrevocably abandons support for terrorism against India. The move signifies a critical shift in bilateral water cooperation, which has historically been one of the few areas of India-Pakistan collaboration despite broader hostilities.

Highlighting the human cost of Pakistan-backed terrorism, Ambassador Harish revealed that over the past four decades, India has lost more than 20,000 lives in terror attacks. He condemned Pakistan’s “state-sponsored cross-border terrorism,” which endangers not only Indian civilians but also the country’s religious harmony and economic prosperity.

Despite these provocations, India has demonstrated extraordinary patience and magnanimity, yet Islamabad refuses to engage constructively on the Indus Waters Treaty’s future.

Call for Treaty Modification Talks

India has formally sought dialogue with Pakistan to discuss modifications to the treaty over the last two years, aiming for a more equitable and peaceful water-sharing arrangement that reflects contemporary realities. However, Pakistan has consistently rejected these requests, deepening mistrust.

Ambassador Harish urged Pakistan to return to the negotiating table and resolve outstanding issues, underscoring the importance of protecting water resources amid armed conflicts for the safety of civilian lives.
