Tharoor emphasized, “We all come from different political backgrounds and parts of India, but when it comes to the nation's security, we are united in purpose. India did not want war, but we also cannot allow terrorist acts to go unpunished.” Referring to the retaliation on May 7, 2025, where India reportedly attacked known terrorist headquarters inside Pakistan, Tharoor highlighted that the response was necessary after Pakistan showed no sign of action against those responsible for the Pahalgam attack.

Drawing from past instances, Tharoor revisited India’s firm military responses in the past decade. “From the Uri strike in 2015 to Balakot in 2019, and now striking deeper into the Punjabi heartland of Pakistan,” Tharoor said, “India has made it clear that terrorism will come at a cost.” He elaborated how India crossed not just the Line of Control but also the international border, targeting terrorist camps, training centres, and headquarters in nine key locations within Pakistan’s territory.

The all-party delegation, comprising MPs Sarfaraz Ahmed, G M Harish Balayogi, Shashank Mani Tripathi, Tejasvi Surya, Bhubaneswar Kalita, Mallikarjun Devda, Milind Deora, and former Indian Ambassador to the US Taranjit Singh Sandhu, was in Panama from May 27 to 29, 2025, as part of an international outreach mission.

According to the Indian Embassy in Panama, the delegation was scheduled to interact with Panamanian leadership, strategic thinkers, local Indian diaspora, and key media personnel. The purpose was to highlight India's collective resolve against terrorism, promote people-to-people ties, and reinforce the message of national unity on the global stage.

This visit came after the delegation’s trip to Guyana, as part of a broader strategy to strengthen India’s international partnerships and ensure its voice on global terror platforms is heard loud and clear. The Indian Embassy noted that the visit was a key part of the agenda to "underline our strong message of unity and brotherhood as well as India's collective resolve to fight against the scourge of terrorism."
