India remains firm on no talks without action on terror and return of PoK; Iran avoided aligning with Pakistan.
On May 27, 2025, Pakistan Prime Minister Shehbaz Sharif, during his official visit to Tehran, Iran, brought the India-Pakistan conflict into the spotlight by expressing his readiness to hold comprehensive peace talks with India. This was stated during a joint press conference with Iranian President Masoud Pezeshkian at the Saadabad Palace, marking an important diplomatic moment amid ongoing regional tensions.
Shehbaz Sharif, who arrived in Tehran from Turkiye, articulated Pakistan’s willingness to resolve outstanding issues including Kashmir, terrorism, water disputes, and trade relations through dialogue. He said, “We want to resolve all disputes, including the Kashmir issue and the water issue, through negotiations and are also ready to talk to our neighbour on trade and counter-terrorism.”
However, the Iranian response to this offer remained cautious and balanced. Iran’s Supreme Leader Ayatollah Ali Khamenei posted on X (formerly Twitter), expressing optimism but maintaining neutrality: “We are delighted with the end of conflicts between Pakistan and India and hope that the differences between the two countries will be resolved.” Similarly, Iranian President Masoud Pezeshkian backed a durable ceasefire between India and Pakistan, urging both sides to engage in meaningful dialogue to resolve their long-standing disputes and promote peace.
This measured stance by Iran indicates a diplomatic balancing act, as Tehran seeks stability in the region without explicitly favoring one side over the other. Iran’s position is significant given its historical ties and recent tensions with Pakistan.
The Iran-Pakistan relationship experienced strain last year after Iran launched airstrikes in Pakistan’s Balochistan region targeting the militant group Jaish al-Adl, which had attacked Iranian border guards. In retaliation, Pakistan targeted the Baloch Liberation Front inside Iran, escalating cross-border military actions between the two neighbours.
Amid these complexities, the India-Pakistan conflict has also seen fresh volatility. The situation worsened following the April 22 Pahalgam attack, which killed 26 people. India responded with Operation Sindoor on May 7, striking terror infrastructure in Pakistan and Pakistan-occupied Kashmir (PoK). Pakistan subsequently attempted attacks on Indian military bases on May 8, 9, and 10, which India firmly countered.
India has maintained that any dialogue with Pakistan will focus strictly on Pakistan-occupied Kashmir and terrorism, making it clear that broader negotiations like those suggested by Pakistan need to be anchored in addressing these core security concerns.
PM Shehbaz Sharif’s diplomatic initiative in Iran, although welcomed as a step toward dialogue, faces skepticism amid the persistent complexities and hardened positions on both sides. Meanwhile, Iran’s call for peace and negotiations represents a cautious but hopeful attempt to mediate tensions in South Asia.
