Naidu calls for market-aligned scientific crop planning in Andhra Pradesh

Andhra Pradesh Chief Minister N. Chandrababu Naidu has called for a comprehensive overhaul in the way crops are planned and cultivated across the state, stressing the importance of scientific crop planning that takes into account global and domestic market trends. Speaking at a high-level review meeting with officials from the Agriculture Department, Naidu issued a clear directive to base future agricultural strategies on market intelligence and data-driven decision-making to enhance farmer income and resilience.

The Chief Minister emphasized that it is no longer viable for farmers to cultivate crops without understanding real-time demand patterns. “We must encourage cultivation of crops with strong market linkage, both domestically and globally,” Naidu stated, underscoring that such a strategy would protect farmers from price crashes and ensure predictable returns.

He pointed out that unscientific crop patterns, often driven by local trends or speculation, have frequently led to surplus production, resulting in falling prices, unsold stock, and farmer distress. To correct this, the state will prioritize the use of agronomic data, climate analysis, and market forecasting tools.

Naidu also announced the formation of a Cabinet Sub-Committee on Agricultural Strategy, tasked with addressing both short-term and long-term agricultural challenges. This committee will consist of senior ministers and experts, and will be responsible for framing sustainable policies for cropping patterns, input support systems, and market facilitation frameworks.

The Chief Minister proposed that crop advisories be issued to farmers ahead of each sowing season, integrating global commodity price movements, import-export data, and forecasted domestic consumption. “We need to empower our farmers with knowledge, not just subsidies. Scientific crop planning is the future,” he said.

Naidu urged the Agriculture Department to work in close coordination with marketing agencies, export bodies, and private agri-tech companies to roll out predictive models that can guide farmers at the mandal and district levels. These models would suggest what crops to plant, when to plant, and how much area to allocate, based on real-time demand-supply analysis.

He also asked officials to integrate soil health data, weather trends, and water availability forecasts into the planning process, ensuring that resource sustainability is factored into every cropping decision. This, he said, would prevent overexploitation of land and groundwater while ensuring maximum productivity.

Referring to examples from Israel, the Netherlands, and Vietnam, Naidu noted that precision agriculture, market alignment, and scientific advisory systems have played a key role in those countries’ agricultural success. “Andhra Pradesh must learn from global best practices and adapt them to our local realities,” he added.

Naidu directed that pilot projects for scientific crop planning begin immediately in select districts during the upcoming kharif season, and that farmer awareness campaigns be rolled out to prepare cultivators for this strategic shift. The government will also explore partnerships with universities, research institutions, and tech startups to create an AI-driven crop advisory ecosystem.

Addressing concerns about market linkages, the Chief Minister reiterated that the state will ensure procurement support, minimum support prices (MSPs) wherever feasible, and export facilitation for crops with international demand. He said the government would also help farmers transition away from low-demand crops through input subsidies, credit restructuring, and extension services.

The Chief Minister warned that failure to adopt scientific crop planning would result in recurring losses, low farmer morale, and stagnant rural incomes. He called on all stakeholders — from officials to farmer unions — to treat this issue with urgency and seriousness.

Naidu’s move has been welcomed by several agricultural economists and farmer producer organizations (FPOs), who have long advocated for market-driven cultivation. However, some experts have cautioned that success will depend heavily on implementation, real-time data sharing, and farmer cooperation.

In closing, Naidu reaffirmed his government’s commitment to farmer welfare, stating, “Our farmers deserve to reap the rewards of their hard work. It’s our duty to guide them with science, market insights, and strategic planning that guarantees prosperity, not uncertainty.”
