With Bihar scheduled for Assembly elections in October-November 2025, the National Democratic Alliance (NDA) — led by the Bharatiya Janata Party (BJP) and Janata Dal (United) under Chief Minister Nitish Kumar — has begun executing a carefully crafted game plan to retain power in the state.
In what appears to be a prelude to formal seat-sharing discussions, the NDA has launched a multi-layered campaign strategy combining joint public outreach, coordination meetings, and development scheme projections. This effort is aimed at projecting unity, leveraging welfare accomplishments, and outflanking the opposition INDIA bloc.
Unity Through Joint Press Conferences and Operation Sindoor
According to BJP sources, more than 60 joint press conferences have already been conducted by NDA leaders across various districts of Bihar since February 2025. These media briefings involve leaders from both the BJP and JD(U), and in some cases, smaller allies like HAM(S) and RLM.
The messaging in these pressers is consistent — highlighting “double engine sarkar” successes, claiming efficient governance, and painting the INDIA bloc as fragmented and opportunistic.
Simultaneously, the NDA is reportedly pushing "Operation Sindoor", an outreach programme focused on women voters, especially those from backward and extremely backward classes, Dalits, and Mahadalits. The scheme, named after the symbolic red vermillion mark, aims to emotionally connect through women-centric welfare schemes, such as:

Coordination Meetings Build Ground-Level Synergy
At the district and block levels, BJP and JD(U) functionaries have been holding coordination meetings to assess grassroots response, identify local influencers, and resolve turf-related tensions. These meetings are being co-chaired by NDA coordinators, with a focus on issue-based mobilisation rather than personality-based politics.
A senior BJP strategist said,
“We want to avoid any surprise rebellion or resentment at the booth level. So before we finalise the seat-sharing, we are ensuring smooth local coordination between the cadres.”
Focus on Caste Census, EBCs and Social Equations
Aware of the rising caste assertion and the INDIA bloc’s social justice narrative, the NDA too has decided to acknowledge the caste census demand, though without fully endorsing the format proposed by the opposition.
JD(U), being a key proponent of the caste census, is subtly pushing the agenda while the BJP is carefully walking the tightrope — supporting data-driven welfare without getting trapped in identity politics rhetoric.
The alliance is also banking on Nitish Kumar’s social engineering, especially his longstanding connect with Extremely Backward Classes (EBCs) and Mahadalits, to remain a strong buffer against caste-driven opposition politics.
Accomplishments as Electoral Anchors

Though the seat-sharing arrangement between the BJP, JD(U), and other allies is yet to be formally finalised, the current optics suggest that negotiations will be framed on the basis of electoral winnability and past performance rather than fixed quota politics.
An NDA insider said,
“Right now, the goal is to build a sentiment of NDA inevitability and strong chemistry. Arithmetic will be handled later.”
This strategy reflects BJP’s 2019 Lok Sabha seat-sharing model, where it accommodated JD(U) while maintaining clear lead control of messaging and central narrative.
Opposition Response and What Lies Ahead
On the other hand, the INDIA bloc has begun mobilising youth and backward communities, particularly around issues like caste enumeration, unemployment, and agrarian distress. However, internal rifts over leadership roles and seat sharing continue to plague the opposition alliance in Bihar.
