Bihar CM Nitish Kumar announces pension hike from ₹400 to ₹1,100 for over 1.09 crore beneficiaries starting July 2025.
-
The move is widely seen as a response to Tejashwi Yadav’s earlier promise of ₹1,500 under Mai-Bahin Samman Yojna.
-
Pension to be credited by 10th of each month, targeting old age, widowed, and differently-abled individuals.
Patna, June 21, 2025 — In a politically significant move ahead of the Bihar Assembly Elections 2025, Chief Minister Nitish Kumar announced an increase in the monthly pension for the elderly, widows, and differently-abled citizens from ₹400 to ₹1,100 under the state’s Social Security Pension Scheme.
The announcement, made on Saturday via social media platform ‘X’, is expected to benefit over 1.09 crore people and is widely viewed as a counter to promises made by RJD leader Tejashwi Yadav, who earlier this year proposed raising the same pension to ₹1,500.
“I am pleased to inform you that all old age people, differently-abled individuals, and widowed women will now receive a pension of ₹1100 per month instead of ₹400,” said Mr. Kumar in his post.
“The revised pension will be effective from July 2025, and will be credited to beneficiaries by the 10th of each month.”
🗳️ Pension Politics in Poll-Bound Bihar
With Bihar heading into elections later this year, social welfare has emerged as a critical battleground between the ruling Janata Dal (United) and the opposition Rashtriya Janata Dal (RJD). The pension hike by Mr. Kumar is being interpreted as a strategic reply to RJD’s popular Mai-Bahin Samman Yojna, which Tejashwi Yadav had announced in March.
Under his proposed scheme, Mr. Yadav had promised:
-
₹2,500 monthly pension
-
Subsidized gas cylinders at ₹500
-
200 units of free electricity
These promises were seen as an effort to woo economically weaker sections, especially rural women and the elderly, who form a large voter base.
📊 Massive Beneficiary Base
The scheme’s scope is staggering. As per the official figures cited by the Chief Minister:
-
1,09,69,255 beneficiaries will be impacted
-
The increase comes after nearly a decade of the ₹400 figure remaining unchanged
-
Funds will be transferred via Direct Benefit Transfer (DBT) to ensure transparency and speed
This move is expected to add significant financial burden to the state exchequer, but political analysts believe it’s a calculated gamble by Nitish Kumar’s administration to retain its base among senior citizens and economically weaker groups.
🔁 A Response to RJD’s Offensive
Tejashwi Yadav, the former Deputy Chief Minister and current face of the RJD, had made direct appeals to women, the elderly, and the disabled with his March 2025 announcements.
His promise of ₹1,500 pension, if voted to power, was aimed at highlighting the shortcomings of the current government’s welfare efforts.
The BJP-JD(U) alliance, which has ruled Bihar for most of the past two decades, had faced criticism for not increasing pensions despite inflation. Mr. Kumar’s sudden and sharp pension revision is being read as a clear attempt to reclaim the narrative.
“The elderly are a priceless part of society,” said Mr. Kumar, “and ensuring their dignified living is our top priority. The state government will continue to strive relentlessly in this direction.”
🗣️ Political Reactions Pour In
Soon after the announcement, JD(U) leader and MLC Neeraj Kumar took to social media to praise the decision:
“Nitish Kumar ji has increased the pension for widows, the elderly, and the disabled to ₹1100 under the policy of development with justice — on time, with respect!
Tejashwi Yadav ji, if you get a break from criticism, why not sell some of your billions in assets — start the Lalu/Tejashwi pension scheme!”
This jibe at the RJD, particularly at the alleged wealth of the Yadav family, reflects the tone of the upcoming campaign season — aggressive, populist, and highly competitive.
The RJD, while not immediately responding with an official statement, is expected to intensify its campaign efforts, possibly revising its own promise or accusing the ruling government of copying its policy blueprint.
🧓 Ground Impact: Pensioners React
Reactions on the ground have been mixed but largely positive.
Kanchan Devi, a 72-year-old widow in Gaya, told local reporters:
“It’s good that the amount is finally going up. ₹400 was nothing these days. But if Tejashwi babu gives ₹1500, that would be even better.”
Mohammad Ismail, a 68-year-old pensioner in Muzaffarpur, said:
“Nitish Kumar has done good work over the years. If this ₹1100 comes on time, it will help a lot.”
💰 Economic Ramifications and Implementation
With the increase to ₹1,100 per month, the annual pension disbursal commitment would grow by nearly ₹9,000 crore, according to rough estimates by state policy analysts. The Bihar government will likely tap into central welfare allocations and possibly trim expenditure in other areas to accommodate this hike.
However, bureaucratic insiders warn that unless implementation systems are strengthened, including updating beneficiary databases, streamlining Aadhaar-linked bank transfers, and ensuring corruption-free local administration, the scheme could face logistical hurdles.
⚖️ Legal Framework and Accountability
The Social Security Pension Scheme is governed by the Department of Social Welfare, which will now have to issue fresh circulars and ensure speedy digitization of beneficiary records to avoid duplication and fraud.
The government has said that all pension transfers will be completed by the 10th of each month, a commitment that will now be closely monitored by civil society groups and opposition parties alike.
🔚 Conclusion: Bihar's Welfare War Begins
As the 2025 Bihar Assembly Elections approach, this pension hike could prove a decisive welfare milestone for the Nitish Kumar government. However, it also sets the stage for an intense battle of promises, optics, and delivery — particularly between JD(U) and RJD.
With more announcements expected in the coming weeks — ranging from employment guarantees to price subsidies — Bihar’s voters are likely to see unprecedented welfare competition. But whether voters reward incumbency or opt for change remains the big question.
