In a powerful pre-election pitch in poll-bound Bihar, Prime Minister Narendra Modi on Friday launched a blistering attack on the Opposition Rashtriya Janata Dal (RJD) and the Congress, calling them “anti-Bihar and anti-investment.”
Addressing a large public gathering in Jasoli, Siwan district, PM Modi accused both parties of being the architects of Bihar’s historical decline, alleging they protected “mafia raj, goonda raj and corruption” for decades.
“RJD-Congress are anti-Bihar and anti-investment. They’ve looted the state and kept it backward. The NDA government is committed to changing that,” PM Modi told a cheering crowd.
Massive Infrastructure Push Ahead of Elections
During the visit, PM Modi inaugurated and laid the foundation stones of development projects worth ₹9,500 crore, with ₹5,900 crore of investments dedicated specifically to Siwan.
These projects include road development, healthcare facilities, new bridges, rail connectivity upgrades, and educational infrastructure.
He also flagged off a new Vande Bharat Express from Patliputra (Patna) to Gorakhpur, enhancing connectivity between Bihar and eastern Uttar Pradesh.
“This high-speed Vande Bharat train will reduce travel time, increase convenience, and boost the economy of the entire region,” Modi said, describing it as a “gift to the people of Bihar.”
Fourth Visit to Bihar in 2025
This visit marks PM Modi’s fourth trip to Bihar in 2025, underscoring the BJP-led NDA's aggressive outreach as the state heads for Assembly elections in October-November.
In his previous visits, the Prime Minister laid the foundation for major industrial corridors, inaugurated AIIMS Darbhanga, and launched schemes targeting women and youth employment.
“In the last 10 years, Bihar has witnessed more development than it saw in the five decades before that,” he said, crediting the double-engine government of NDA.
Targeting Opposition Ahead of the Ballot
PM Modi’s remarks come at a time when the RJD-Congress alliance, led by Tejashwi Yadav, is actively campaigning across Bihar with promises like ₹1,500 monthly pensions, ₹500 LPG cylinders, and free electricity up to 200 units.
“Their manifesto is full of freebies, but their record is full of failures. Bihar remembers the days of jungle raj, and people won’t let that return,” Modi asserted.
The Prime Minister also highlighted various central government schemes, including PM Awas Yojana, Jal Jeevan Mission, and Ujjwala Yojana, which he claimed have changed the face of rural Bihar.
“Under NDA rule, development has reached villages, women have received respect, and youth have new opportunities,” he added.
BJP Eyes Majority, Nitish's Role Key
With Bihar’s political landscape continually shifting, especially after Nitish Kumar’s return to the NDA fold, Modi’s visit also signals unity within the alliance despite recent tensions.
Though Kumar’s Janata Dal (United) has not yet formally announced seat-sharing, the expectation is that both parties will contest jointly under the NDA banner to counter the RJD-Congress bloc.

As the battle for Bihar heats up, Modi’s speech in Siwan marks a clear escalation in rhetoric and development-centric campaigning, positioning the NDA as the only viable alternative to what he called a "corrupt past."
