Putin's demands include the withdrawal of Ukrainian troops from four key regions currently occupied by Russian forces: Zaporizhzhia, Kherson, Donetsk, and Luhansk. Additionally, Putin insists that Ukraine must renounce its aspirations to join the North Atlantic Treaty Organisation (NATO). He emphasized that these steps are essential for initiating peace talks and resolving the conflict, rather than merely freezing it.

Putin articulated his proposal, stating, "The conditions are very simple: Ukrainian troops must be completely withdrawn from the Donetsk and Luhansk People's Republics, the Kherson and Zaporizhzhya regions. As soon as Kyiv declares that it is ready for such a decision and begins the actual withdrawal of troops from these regions, as well as officially notifies that they abandon plans to join NATO, an order to cease fire and begin negotiations will immediately follow from our side, literally at the same minute."

The Russian President expressed skepticism about Kyiv's willingness to act independently of Western influence, suggesting that Western capitals would likely reject his proposal. He accused the West of aiming to prolong the conflict to rearm Ukraine and prepare it for further offensives. Putin’s remarks were a rare moment of clarity regarding his conditions for ending the war, though they did not introduce any new demands from the Kremlin.

Ukraine's Response and Stance:

Ukraine's stance on the issue remains firm. President Volodymyr Zelenskyy has repeatedly asserted that peace can only be achieved through the full withdrawal of Russian forces from all occupied territories and the restoration of Ukraine's territorial integrity. Kyiv's insistence on maintaining its sovereignty and its plans to join NATO are in direct opposition to Putin's demands.

The Ukrainian government is currently engaged in peace talks, which are taking place in Switzerland and involve representatives from over 90 nations and organizations. These discussions highlight Ukraine's commitment to seeking international support and maintaining its strategic goals.

The US-Ukraine Security Agreement:

A significant factor complicating any potential agreement is the recent bilateral security deal between the United States and Ukraine, signed during the G7 Summit in Italy. This agreement aims to secure long-term support for Ukraine, including up to $50 billion backed by frozen Russian assets. The deal represents a strong commitment from the US to support Ukraine in its conflict with Russia, making it unlikely that Kyiv will concede to Moscow's demands.

In addition to financial aid, the G7 nations are exploring ways to use the interest earned on over $260 billion in frozen Russian assets to further support Ukraine. European officials have been cautious about directly confiscating these assets but are considering alternative methods to aid Ukraine without compromising legal and financial stability.

International Reactions and Support:

Global leaders have shown varying degrees of support for Ukraine. British Prime Minister Rishi Sunak announced a substantial nonmilitary aid package of up to 242 million pounds ($310 million) and additional sanctions against entities supporting Russia’s military. The US has also expanded sanctions to include Chinese companies aiding Russia’s war effort.

Indian Prime Minister Narendra Modi, during a meeting with Zelenskyy at the G7 Summit, emphasized India's belief in a "human-centric" approach and the importance of dialogue and diplomacy. This reflects India's balanced stance, advocating for peaceful resolution through negotiation.

Conclusion:

Putin's proposal for a ceasefire and peace talks is contingent upon significant concessions from Ukraine, including the withdrawal from occupied regions and abandoning its NATO ambitions. Given Ukraine’s firm stance on maintaining its territorial integrity and the recent US-Ukraine security agreement, it appears unlikely that Kyiv will accept Russia's terms.
