In a landmark move aimed at improving administrative efficiency and transparency, the Supreme Court of India has issued a new set of guidelines for the retention and disposal of its administrative records. The announcement was made on June 26, 2025, reflecting the judiciary’s commitment to modernising internal record-keeping practices.
Chief Justice of India B R Gavai, in an official message, noted that the volume and diversity of records handled by the registry of the Supreme Court had expanded significantly over time, making the development of a clear disposal policy essential.
Why the Guidelines Were Introduced
The Supreme Court registry, which manages documents across multiple branches including judicial, administrative, and correspondence, has long required a standardised protocol for managing aging records.
“Over the years, the registry of the Supreme Court has witnessed a significant increase in the volume and diversity of administrative records,” said CJI B R Gavai.
The new guidelines aim to prevent unnecessary data clutter, enhance digital archiving, and promote timely record disposal, particularly for outdated and non-essential files.
Key Features of the Guidelines
Though the detailed framework is expected to be published shortly, the guidelines reportedly include:

Retention timelines for various categories of documents (e.g., case files, correspondence, administrative records).

Digital archiving mandates to reduce reliance on physical storage.

Protocols for confidential or sensitive material, ensuring secure destruction where applicable.

Boosting Judicial Efficiency and Transparency
The implementation of these guidelines is expected to free up physical and digital storage, reduce administrative delays, and support ongoing efforts to digitise court operations. With record volume increasing across India's judiciary, experts say this could serve as a model for other high courts and lower courts.
Legal scholars and court officials welcomed the move, noting that an effective record disposal policy ensures institutional memory is preserved, while also preventing storage of redundant or obsolete files.

The new guidelines are part of a broader strategy being adopted by the Supreme Court to modernise its administrative systems. These include:

Looking Ahead
