The Ministry of External Affairs (MEA) has issued a clarification regarding the recent floods affecting districts along Bangladesh's eastern borders. The MEA emphasized that the Dumbur Dam in Tripura, India, is not the cause of these floods. Instead, the severe flooding in Bangladesh is attributed to the heaviest rainfall this year in the catchment areas of the Gumti River, which flows through both India and Bangladesh.

Context of the Flooding

The clarification came in response to concerns about the impact of the Dumbur Dam on flood conditions in Bangladesh. The MEA pointed out that the dam, located over 120 kilometers upstream from the Bangladesh border, has not contributed to the flooding. The real issue lies with the intense rainfall that has recently affected the river's catchment areas.

Heavy Rainfall and River Catchment Areas

According to the MEA, the catchment areas of the Gumti River have experienced unprecedented rainfall in recent days. This heavy precipitation has led to significant runoff, which in turn has caused the floods downstream. The dam itself is about 30 meters high and is primarily used for generating power, contributing 40 MW of electricity to Bangladesh.

The Ministry also provided details about the monitoring and management of river water levels. There are three water level observation sites along the river course at Amarpur, Sonamura, and Sonamura 2. These sites help in tracking water levels and ensuring appropriate responses to heavy inflows.

Real-Time Data Transmission

In line with a bilateral protocol, the Amarpur station, which is part of this monitoring network, transmits real-time flood data to Bangladesh. This protocol aims to maintain transparency and cooperation in managing shared water resources.

The MEA highlighted that the floods in Bangladesh are due to natural causes rather than any operational issues with the Dumbur Dam. The ongoing heavy rainfall has been impacting both Tripura and the adjoining districts of Bangladesh since August 21. In response to these conditions, automatic releases from the dam have been observed to manage water flow effectively.

In summary, the MEA’s clarification underscores that while the Dumbur Dam plays a role in power generation and water management, it is not a contributing factor to the current flooding crisis in Bangladesh.
